What are Lift Rules and Lift Regulations in India?

Changes have been made and more specific guidelines have been implemented in Mumbai per the Maharashtra Lifts Act 1939.

Lift Rules and Regulations in India 2025

The Mumbai Lifts Act of 1939’s Section 4 declares that:

  • Permission must first be issued.
  • It is necessary to provide further information about the lift type.
  • It is necessary to state its mass and density.
  • Additionally, information about how the overhead arrangement was built, including the weight and dimensions of the beams, etc.

Accident regulations have also been properly upheld. If regular elevator servicing is not done, the Managing Committee will be held accountable. 

Section 11 from the Lift regulations in India declares:

  • Every lift must be inspected by a state-authorized officer at least once every six months.
  • The cost of this inspection may be prescribed as an annual fee, which also covers the cost of the motors’ inspection.
  • According to the requirements outlined in section 8 of the Bombay Lift Act 1939, the examiner of the lift must give written notification to the owner or organization of the elevator in FORM “D.”

What Authorizations Are Necessary for the Installation of Lifts?

There are specific government approvals that must be requested in order to instal a lift in a building based on a number of factors.

The complex/project/building owner must submit an application to the authorities for a licence to erect and a licence to operate a lift. 

The installation and upkeep of the lift by a certified contractor must be done in order for the licence to be approved. 

From state to state, both licences have varying periods of validity. 

Currently, only ten states in Maharashtra, Gujarat, Kerala, Karnataka, Assam, Tamil Nadu, West Bengal, Haryana, Delhi, and Himachal Pradesh issue these licences.

The process doesn’t finish after the installation, there is a post-installation test required to run for safety and security purposes.

The lift is liable to annual licence renewal as may be necessary under the lift regulations in India of that particular State.

How Many Floors Before a Lift is Required in India?

When there are 4 or more stories above ground, a lift with the proper equipment is required.

A lift is necessary for every building, and it must be constructed in buildings that stand above 13 metres as per lift regulations in India. 

From the ground floor, an elevator with a nominal capacity of six people must be available. Based on complex estimates that take into account the essential National Building Code rules, the number of lifts may change. 

Is AMC Compulsory for a Lift?

AMC (Annual Maintenance Contract) of your elevator from qualified-licensed elevator contractors is not only necessary for your own security and convenience but it is also mandated by the government lift department.

How Many Lifts are Required in Building by the Lift Regulation In India?

Regarding the number of lifts, no regulations outline any stipulations that are absolutely necessary according to lift regulations in India. 

The NBC (National Building Code) of India 2016 and Indian Standards (IS) 14665 Part 2, Section 1 provide rules for traffic analysis calculations that estimate handling capacity and reaction time.

An eight-passenger in the elevator (with automated doors and enough speed to reach the top level in 60 seconds) is required for buildings taller than 15 m, in addition to other standards outlined in the Fire Protection Act as well as the norms of each State.

What are Lift Prohibitions for Mirrors?

For lifts and their setups, the BIS (Bureau of Indian Standards) code of practice must be adhered to. 

Mirrors may be utilised inside the elevator vehicle in accordance with IS 14665 Section 4 of Section 3 clause #5.8. 

In the event that they break due to any abnormality, it is advised that they be splinter-proof and not harm the passengers.

Before choosing a lift, important variables including weight and capacity demands, the number of occupants in the building, traffic conditions, speed, and safety features like automated rescue systems, infrared door curtains, loading weighing devices, and mechanical safety should be taken into account.

These days, integrated security features are also being heavily considered.

Due to the lack of centralised regulation, the Lifts Act fails consistency, but there are still a number of criteria that a builder must adhere to in order to construct a lift. 

By pushing for obligatory safety regulations for the lift and escalator business and enlisting the support of the states, organisations like the Department of Indian Norms BIS are attempting to change this.

How many times lift should be maintained?

It is advised that elevator maintenance be scheduled 6-12 times a year. Your maintenance provider and you should discuss your specific timetable.
